Build a House, Accessory or Agricultural Building, Etc.
Step 1. Verify the lot is located within the unincorporated part of the county.
- Go to https://gis.cachecounty.gov/Websites/Parcel%20and%20Zoning%20Viewer/
- You can zoom into the map to find the parcel or if you know the parcel number enter it in under Enhanced Search.
- Look at the parcel location and if it is not located within a city boundary, then the parcel is in the unincorporated area.
- All permitting will be done through Cache County Corporation. Go to Step 2.
Step 2. Apply for a Zoning Clearance
- When building any type of structure within the unincorporated part of the county, you will need to apply for a Zoning Clearance.
- This would apply to ANY type of structure but not limited to Single Family Dwelling, Accessory Structure, Agricultural Building, Swimming Pool, Pump House, etc.
- When submitting an application please make sure you have all the required documents including: Application, Site Plan, Floor Plans, Elevations, proof of Culinary Water Right, Septic System and other applicable documents.
- If you are not the owner of the property but representing the owner, you will need to provide an Agent Letter or Trust Documents.
- If you are building an Agricultural Building, an Agricultural Exemption Acknowledgement and Non-Conversion form must be provided.
- Click in the form below that is applicable to your parcel/ownership. The form must be the original, single sided, notarized and will be recorded.
- All agricultural building must meet the qualifications of an agricultural use under State Code §15A-1-202 [1], [14] and §15A-1-204 [11].
- A building permit for the agricultural structure is not required: however, if you intend to add any electrical, plumbing and/or mechanical a building permit is required. If you intend to use the structure for anything outside of an agricultural use, a building permit for the structure is required.
- An agricultural structure is NOT allowed to be converted to residential or commercial use at anytime as there has been no plan review or inspections for code compliance.
- After the required conditions of the zoning clearance have been completed and approved you may apply for a building permit. Go to Step 3.
Step 3. Apply for a Building Permit,
- All structures require a building permit. For work that does not need a permit see the 2021 International Residential Code R105 Work exempt from permit. https://codes.iccsafe.org/content/IRC2021P1/chapter-1-scope-and-administration
- When submitting for a Building Permit, all documents must be submitted in one email to cachecountyplanreview@gmail.com. Please do not send photos of the documents.
- If you are acting as the Owner Builder on any part of a habitable structure including a single family dwelling, remodel or additional you must provide an Owner Builder form.
- After you have submitted a complete application it may take 1-14 days for the inspectors to review the plans and email back to you.
- A signed Public Works/Fire District Pre-Occupancy Checklist is required to provided at the final inspection for Certificate of Occupancy or Completion for all residential structures and some accessory structures when noted on the zoning clearance.
